Leeds-based law firm Blacks Solicitors has expanded its planning division with the appointment of Emma Thomas as a new partner.
Bringing over 20 years of experience in planning law, Emma’s arrival marks a significant step in the firm’s growth strategy.
Over the past financial year, Blacks Solicitors’ planning team has experienced notable expansion, advising over 70 clients – 30 of whom were new to the firm. Emma will lead the team in supporting investors and developers, including landowners and public authorities, across a diverse range of sectors such as energy, housebuilding, retail, and holiday and home parks.
Emma has an impressive track record, having advised high-profile clients including Keyland Developments Limited, Strata Homes Limited, and Lidl on planning matters. Commenting on her new role, Emma said, “Blacks is a firm which is thriving in the real estate market, and i am delighted to have joined such a knowledgeable and experienced team with strong connections throughout the property sector.”
Emma’s appointment comes at a crucial time for planning law, with 2025 bringing significant legislative changes, including the revised National Planning Policy Framework (NPPF), the anticipated Planning and Infrastructure Bill, and reforms to Planning Committee procedures.
She added, “This, along with the ongoing saga of Biodiversity Net Gain (BNG) provision, creates a myriad of opportunities and challenges for developers and local authorities alike. The Planning team at Blacks is looking forward to supporting clients throughout.”
The planning team at Blacks Solicitors provides comprehensive legal services including planning applications, highways agreements, appeals, heritage asset protection, public rights of way, Community Infrastructure Levy issues, and planning enforcement. The team has recently advised on major solar and battery energy storage projects nationwide and continues to offer strategic legal advice on large-scale mixed-use and employment developments across Yorkshire.
