Bailoran Solicitors Joins Elite Group of Law Firms in Government’s Horizon Shortfall Scheme Appeals Cost Framework

Leeds based Bailoran Solicitors is proud to announce its inclusion as one of only eight law firms nationwide to be named in the Government’s guidance on the Horizon Shortfall Scheme Appeals (HSSA): tariff of reasonable costs. The firm’s previous engagement in discussions with the Department for Business and Trade (DBT) about the HSSA cost framework demonstrated Bailoran Solicitors’ commitment to providing exceptional legal services and expertise in handling these complex appeals.

The Horizon Scandal, also known as the British Post Office scandal, is the largest miscarriage of justice in modern English history. It involved the wrongful prosecution of over 900 postmasters and sub-postmasters due to faults in the Horizon IT system, developed by Fujitsu. Lives have been devastated as a result of individuals being wrongly pursued by the Post Office, with many being prosecuted and convicted for crimes they didn’t commit.

In September 2024, the Government announced the introduction of the Horizon Shortfall Scheme Appeals (HSSA), an independent process aimed at delivering full and fair compensation to eligible postmasters, restoring them to their rightful position had it not been for the Horizon-related actions of the Post Office.

Having actively participated in discussions with DBT about the HSSA cost framework, Bailoran Solicitors has agreed to its terms. This framework ensures fair and transparent cost management for appeals related to the Horizon Shortfall Scheme, addressing financial discrepancies and supporting affected individuals and businesses. Bailoran Solicitors’ involvement underscores its commitment to high standards of legal practice and client advocacy.

The Government is actively encouraging postmasters and sub-postmasters to engage a lawyer to support with the HSSA process. If eligible for HSSA, claimants would not have to pay any legal fees to Bailoran Solicitors to submit an appeal due to the firm signing up to the Government’s cost framework.
